For that answer, lets reference the Veterinary Merck Manuel under the disease called "Tracheal Collapse". Interesting to note there's really not a disease specifically called by this name, rather it falls under the broad category of "Respiratory Disease", and it's not really known what causes the canine's trachea to collapse;
"Tracheal collapse is most common in toy and miniature breeds of dogs and rare in cats. The etiology is unknown. Affected animals have a nonproductive, honking, chronic cough, and inspiratory or expiratory dyspnea. Frequently they are obese and may have concurrent cardiovascular or other pulmonary disease (especially chronic bronchitis). Weight loss (if obese) is critical in management. Other measures include exercise restriction, reduction of excitement and stress, and medical therapy, eg, antitussives, antibiotics, bronchodilators, and corticosteroids."

Ever hear of saying "We are what we eat?
I bet your wondering, why does it matter what my dog is eating...so let me tell you why this is important to me;
I feel that most chronic breathing problems associated with dog's Lung system are most likely worsened by a diet that is too rich in processed grains. It's my belief that dogs and cats don't have the ability to properly transform and transport food (digest) that comes from a a diet laden with wheat, rice, oats...etc. Lets be real here.....people can't eat a diet that is mainly grain related food choices and remain healthy, so why in the world do we think our pets are able to do it successfully...they can't (in my humble opinion)!
Chinese medicine would say that a diet such as this, filled with low quality foods, causes the pet to accumulate dampness in the middle jiao (That is TCM slang which tells you that a canine diet rich in processed grains is the root cause of the accumulation of phlegm). TCM would say that this accumulation of phlegm and damp is from enduring food taxation; In other words a poor diet over a lifetime, damages the Spleen, thus food and grain cannot properly be transformed (digested), and thus pathological phlegm becomes an internal excess disrupting the qi mechanism of the Lungs. Wow, that's a mouthful!
There is a Chinese medicine saying..." The Spleen is the maker of phlegm and the Lung is the holder of phlegm".....get it? Let me translate...poor digestive health may cause the accumulation of phlegm, and this is another cornerstone of the TCM philosophy, which says that food is everything!
